GUIDE FOR THE URBAN REGENERATION OF APARTMENT BLOCK NEIGHBORHOODS IN CONSTANTA
CONSTANTA, ROMANIA
World Bank study, 2021
Romania lacks an urban tradition. In 1948, after the Second World War, only about 23% of Romanians lived in an urban environment. Solutions were sought by the communist leadership to rapidly urbanize Romania, based on the understanding that the country could not develop without strong cities. The urban housing policy was one of the most ambitious policies of the communist leadership; different solutions implemented over time, depending on the evolution of construction technologies.
CHAPTER 3 This section discusses a number of integrated approaches for the main apartment block neighborhoods of Constanța. Tomis Nord, the largest apartment block neighborhood in Constanța, will be analyzed in more detail. Most of the principles discussed for the Tomis Nord neighborhood are applicable to the other neighborhoods as well and as such they will not be repeated. For the neighborhoods of Tomis III, Km 4-5 and Faleza Sud (Southern Esplanade), a series of detailed renderings will be presented.
