URBAN REVITALIZATION "PALLADY AREA"

BUCHAREST, ROMANIA

World Bank study, 2021

The proposed urban restructuring of the Pallady area in Sector 3, Bucharest, aims to transform the former industrial site (currently abandoned) into a new functional hub that enhances the attractiveness of the entire area and serves as a catalyst for urban transformation, with potential ripple effects on the neighboring zones.
Most of the structures belonging to the area have been demolished, and various portions of the former site have been repurposed for other functions, such as residential developments and big-box retail.
Theodor Pallady Boulevard serves as the primary connection (via metro and public transport) between this area and the rest of the capital’s built environment.

Key Principles of the Proposal

The proposal’s principles are hierarchically organized, beginning with the design of a green system that enables connections and integration with the natural elements emerging in the area. The next fundamental component is an urban structure that zones the proposal hierarchically based on accessibility and local identity.
The former railway route is utilized as a means of connection with the northern part of the proposed development, structuring both the main access to the area and the integration of the green system within this space.
The proposed green system within the intervention area is designed so that every proposed function in the zone is adjacent to a landscaped green space of various public typologies. This system includes a “urban circuit” green structure in the form of an ecological corridor, a major public space with multiple roles (ecological, social, functional), aimed at providing a distinct identity to the area. This is complemented by a series of green pockets—public spaces designed to foster the formation of local communities.
